My 6700 XT at 1440p sees a solid 15-20% FPS boost disabling vsync in borderless! It makes a huge difference.

Close Background Apps

Any programs eating CPU/GPU resources in the background can starve FO4 compared to fullscreen. So be diligent closing unused apps for optimal frame rates.

Overclock Your GPU

Pushing your graphics card‘s clock speeds lets you claw back some of the performance lost versus fullscreen exclusivity. I use MSI Afterburner to safely overclock and gained back roughly 5% FPS.
