Construct a tower about 23 blocks tall out of dirt, sand, or planks from the seafloor. Build at least 15 blocks vertically to ensure consistent growth – kelp needs depth to trigger downward growth.

Step 2 – Trigger Downward Kelp Growth

Place one piece of kelp on the topmost source block. This guarantees the kelp grows downward in a straight line along your tower.

Step 3 – Change The Substrate To Soul Sand

Once the kelp reaches the seafloor, destroy all kelp blocks except for the bottom one to stop further growth. Then replace all substrate blocks with Soul Sand to accelerate new kelp growth.

Step 4 – Build Your Collection System

Surround the base of your tower with a ring of Hoppers feeding into a Chest to collect all dropped kelp. I use Sticky Pistons holding a layer of Glass Panes around the base to funnel everything into the Central hopper.

Step 5 – Add Furnaces

Link nearby Furnaces, Smokers, or Campfires with Hoppers in a line, then feed output from your kelp collection system into these devices using Hopper lines as well. The kelp will automatically smelt producing 0.1 XP per operation.
