My speculation is lingering trust issues between the network and Sprouse twins makes that near impossible. Especially with how acrimoniously Cole and Dylan exited back in 2011. They have huge sway over any reboot prospects.

While the brothers have reconciled enough with Disney to score acting gigs in Moonshot and Feel the Beat, when recently probed about revival chances Dylan remained cynical:
